[ARCHIVED] MARSHALLTOWN MAN ARRESTED ON ANIMAL NEGLECT CHARGES

On July 28, 2023, at 7:11pm, Marshalltown police officers responded to 510 East Linn Street to conduct a welfare check on dogs left unattended outside at this residence. Upon arrival, officers found three dogs tied up in the backyard. Two of the dogs appeared to be in distress from the oppressive heat. One of dogs was deceased. According to weather.gov, the outside air temperature on July 28, 2023, between the hours of 1:00pm-7:00pm, was 93-94 degrees and the heat index was 107-115 degrees. Upon further investigation, officers discovered four canine puppies inside the residence that appeared to be neglected. All of the dogs at this residence were taken into protective custody.

Rosalio Manuel Hernandez, age 24, of Marshalltown was arrested. He was charged with:

  1. Animal Neglect Causing Death
  2. Animal Neglect Not Resulting in Injury or Death
